The pay run that no longer waits for a director to reach a desk
A Zimbabwean employer with staff across several sites, paying in both local currency and United States dollars, by bank transfer and mobile money. The figures were rarely the problem; the delay sat between the register being finished and the people authorised to approve it being at a desk. We moved approval onto WhatsApp, where those approvers already are, and wired it into the payment run.
The challenge: approval was the bottleneck, not the calculation
The payroll officer closed the period on time and then began chasing. One approver was at a site with poor email access, another travelling, a third in meetings all day. Registers went out as spreadsheet attachments nobody could read on a phone, so queries came back as voice notes and the answers were attached to nothing. The numbers were ready early and the money went out late.
What was already in place
The employer kept its payroll package and its bank. Every approver used WhatsApp daily, on a phone they carried everywhere, and the company already had a business number staff recognised. The bank's portal accepted a batch file — one upload listing every employee, account and amount for a run — and the mobile money provider accepted a bulk disbursement list.
What was built
An approval and disbursement layer between the payroll package and the payment channels, running on the WhatsApp Business API — the official interface that lets a company message from its own verified number rather than a personal handset. It holds the approval matrix (who may approve what, in which order, up to what value), writes a variance summary against the previous period, authenticates each approval, and assembles the payment files.
How it works day to day
The payroll officer closes the period as before. The system compares every line to last period and sends a readable message, not an attachment: starters and leavers, overtime above the usual band, new deductions, advances, anything past the agreed threshold. An approver can ask for the detail behind any line in the same chat. Approval is an explicit confirmation carrying a one-time code, never a thumbs-up, and it expires if unused. The system then prepares the bank batch file and mobile money list, checked against the approved totals to the cent, and finance releases them through the bank's own portal and authentication — money never moves without a person.
Integration points
Upstream it reads the period register from the existing payroll package, and the approved hours behind it where attendance is already automated. Downstream it produces the bank batch file in that bank's format, the mobile money list, the accounting journal, and remittance schedules for ZIMRA, NSSA and the relevant National Employment Council. Payslips reach each employee as an individual WhatsApp document.

Approval where the approver already is
Sign-off happens from a site, a vehicle or a departure lounge, on the application they check anyway. No portal login, no VPN, no laptop.
Authenticated, not casual
Approval needs a one-time code sent to the registered approver. A chat reply is not on its own an instruction to pay anybody.
Dual currency in one run
Local and United States dollar components are split per employee by policy, then routed to bank or mobile money as that employee is paid.
Payslips and queries handled
Each employee gets their payslip on WhatsApp and can query a deduction. What the agent cannot answer from the record goes to HR.
One ledger for the auditors
Who approved which figures, when, from which registered number, and what they were shown at the time — a record, not chat histories.
How it works
Site assessment
Week zero. We sit through a real pay run, map who actually approves what against who is meant to, and document the payroll package, bank file format and mobile money arrangement.
Integration and observation
Weeks one to three. Register export, approval matrix and payment file formats are connected, then run alongside the current process — producing the summary and batch file without being allowed to send or act.
Rules and guardrails
Week four. Thresholds, delegation, escalation, expiry windows and the bank-versus-mobile-money split are encoded, then replayed over periods already paid until the files match runs finance recognises.
Go live and optimise
Week five onward. The first live period runs with the old process kept ready behind it, then weekly reviews tune the thresholds so the summary keeps flagging what matters.
Questions buyers ask
Is WhatsApp secure enough to approve a payroll?
WhatsApp is the channel, not the authority. An approval counts only from a registered approver's number with a valid one-time code, and amounts are verified against the source register before any payment file exists. A stolen phone gets a conversation, not a payment.
What if an approver has no signal or is out of the country?
WhatsApp works over any data connection, including roaming, which is why it beat a corporate portal here. Where someone is unreachable, the matrix defines delegation in advance, so the run moves to the next authorised person by rule.
Does this replace our payroll software?
No. Your package keeps calculating gross to net, tax and statutory deductions. We automate the approval, payment file assembly, payslip delivery and record keeping around it.
Does it handle ZIMRA, NSSA and NEC obligations?
It produces the schedules from the same approved figures, in the formats your team already files, so payslip deductions and returns cannot drift apart. Filing and payment stay with your finance team.
How long does it take, and can we reverse it?
Approximately four to six weeks from site assessment to a first live pay run, with observation overlapping a full period. The old process stays available for that run, and since the payroll package and bank are untouched, reverting costs nothing but inconvenience.
